I built this engine, everything in it is new. The problem is that it runs great, but i can not get rid of the lifter chatter on the driver side. I have tried every trick possible! Anyone have any ideas or experienced this before?

If you have rebuild everything and your having that noise ! check for leaks , check to see if you haven't  damaged any of the lifters on it ! quick solution but wont' fix your problem lucas oil stabilizer and see if the noise goes away

Make sure you have lifter noise and not a small leak at the exhaust manifold gasket, which these engines are prone to. If the noise is load sensitive and/or louder when the engine is cold, it is likely to be exhaust. Your manifold on that side may be warped a bit!  Many sets of lifters have been replaced for this problem and many refunds had to be given. This noise will fool even experienced technicians!

Hydraulic lifters possibly? Or exhaust valves?

Rocker shaft plugs tend to back out and bleed off oil pressure. If this is not the case you may just have a faulty new lifter.
